utf8decode problem

I am using Delphi version 7. Also I'm more or less
a beginner with unicode etc.

Can someone please explain why this fails?

myWidestr:= utf8decode('Copyright mark: ' + #169);

It returns a null, or -1 if using utf8toUnicode;
Is it the same result on later Delphi's?

Note on Mike Lischke's UTF8ToWideString it succeeds.

Is the problem that strictly speaking the encoding for
this character should be #192 + #169?

So, any advice on how strict or literal should one be with
these conversions?
