You can use Elpack (http://www.lmdinnovative.com/products/lmdelpack/) to add
Unicode-support
to your Application (Unicode for 95-2003)

A alternative are the TNT-Controls
(http://home.ccci.org/wolbrink/tnt/delphi_unicode_controls.htm)
which supports NT-2003.

Both support UT8-Coding in the database with there DB-Sensitive-Controls.

We have an existing App written with Delphi6 that uses Paradox as the
database, and standard VCL controls (including data aware).
We have been asked if our App can support the Welsh language, essentially a
roman character set but with several accented letters.
Most of the characters are supported by default, but some of them arent.
It's possible, for example, to put a circumflex ^ over the letter W or Y,
and this doesn't seem to be suported. From what I've been led to believe,
Unicode or UTF-8 character sets can support these extended
characters, but do Delphi6 or 7 VCL controls support Unicode or UTF-8?

Thanks for your answer. Does this mean that standard VCL controls such as
TEdit, TDBEdit, TMemo etc. do not support Unicode?

Thats Correct

Standard-VCL (up to Delphi 7) doesn't support Unicode.
It only supports codepages as fare as the unterlying
ANSI-Windows-Controls does.
