I'm not even sure where to start. Is there an image processing component that already reads these formats?? If not, has anyone written delt with these formats before? Do you need a license from Lizard Tech to distribute applications that support the MrSid format?? I don't know about DOQQ but the GFL-SDK from XNView does support MrSid images (see www.xnview.com, there is a Delphi interface too).
