another annoying thing: as an experienced user I do not need the welcome page at
all. It always will be shown depending on whatever I've done before. There is no
way to supress this page. Whenever one closes BDS without an open project, the
page comes back...

seem I've to wait for SP4 ;)

another wish: why's the dialog size of "project options" not saved? as there are
so many different pages, it'll be helpful if the c++ and linker options would be
shown without scrolling/sizing around.

Open RegEdit at
"HKCU\Software\Borland\BDS\4.0\Known IDE Packages"
and set the value of "$(BDS)\Bin\startpageide100.bpl" to an empty string.
This will remove the welcome page from the IDE.

I use this page to open my last project. So it is useful to me :-)

Not with the default settings:
-- AutoSave --
| [ ] Editor file
| [ ] Desktop
--------------------
Both unchecked.

Well, ok.
VC has an extra option for "reopen" the last recent project.
As I always have autosave on I didn't recognize.
Under BC++ and BCB2-4 there were so many crashes when debugging, so I learned to
turn these things on...
