Who cares about a report generator when there is FastReport. I have
abandoned the VCL otherwise that would be my reportwriter of choice.

Does FastReport have a wizard or layout generator which does the basic
grunt work of laying out a report?

It has a beautiful visual editor, even for the enduser to produce their own
reports.
Just download the trial version to see it fits your needs.
