I have created a database application that uses
the BDE and I am looking for a way to create a
Setup file that includes my application, data files
and the BDE in a single file. Any ideas on how to
do this in Turbo C++ Explorer.

Thanks

Make sure you use the useful patch that fixes the BDE disk space error
message at install time.

I am truly sorry to hear this. BDE is a deprecated application, and I can't recommend it for use, period. If it's not too late, look at dbGo on the toolbar instead, of course you'll have other, Microsoft data issues there, but at least you'll have drivers for everything. ;-)

The setup package you're probably looking for is Inno Setup:

Also look for the ISX extensions package.
