Where's my "Translation Manager"?

I used Delphi's DLL Translation Wizard on an application but now I must
update some forms and strings. I've read that I have to use "Translation
Manager", but it isn't on my Delphi...

There are no ITE items in menus "View" or "Tools", but "String Table Editor"
is present.

- Delphi Professional - version 5.62
- Included package Borland ITE (dclite50.bpl) on the project

What could be wrong?
